Short-Term Rentals in Ghana: A Diaspora Owner's Licensing Checklist
What to check before listing a serviced apartment, holiday apartment, guest house or other short-term accommodation from abroad.
Short-term letting is not just a listing decision. For an owner abroad, the accommodation category, registration route, inspection evidence and separate property obligations all need to be clear.
Short answer: Confirm which accommodation category applies, check the current GTA registration and licence route, retain inspection and supporting-document evidence, and keep tourism licensing separate from planning, fire, tax, insurance and title questions. The five questions to resolve first
| Question | What to record | Who should answer |
|---|---|---|
| What is the accommodation type? | Serviced apartment, holiday apartment, guest house, home stay, hostel or another model. | Owner or operator with GTA. |
| Which GTA route applies? | Registration, inspection, assessment, licence and renewal steps. | Ghana Tourism Authority. |
| What documents are required? | Identity, TIN, business registration, ownership and supporting safety or environmental reports where applicable. | GTA and responsible authorities. |
| What must stay separate? | Planning, building, fire, environmental, tax, insurance and title evidence. | Each relevant authority or qualified professional. |
| Who manages locally? | Authority, access, maintenance, guest issues and reporting duties. | Owner and appointed manager. |
1. Describe the activity honestly
The Ghana Tourism Authority says it licenses and grades formal accommodation, guest houses and budget facilities, and also covers hostels, home stays, lodges and serviced or holiday apartments including Airbnb facilities. [1] Ghana Tourism Authority: Accommodation
Classification matters. Do not assume that a normal residential property can be listed for short stays without checking the current GTA position.
2. Check registration, inspection and licensing
The GTA describes a process of registration, inspection and assessment, followed by licensing after the necessary requirements are satisfied. It says an operational licence enables the enterprise to operate after the required conditions are met. [2] GTA: Standards, Classification and Certification
The GTA’s published Airbnb engagement update refers to host identity, GRA TIN and/or Ghana Card details, listing address and supporting documents that may include business registration, police clearance, fire, environmental-health and ownership evidence. 3. Build a distance-ready document pack
Keep the property address, owner or operator authority, identity and tax information, registration evidence, inspection records, safety reports, licence documents, renewal dates and official contacts in one dated file. This shows what was supplied and when. It does not prove title, planning compliance, fire safety, tax compliance or insurance by itself.
- Record the listing address and accommodation category.
- Keep registration, inspection and licence references together.
- Record conditions, renewal dates and unresolved actions.
- Define the local manager’s authority in writing.
4. Treat older regulations carefully
The accessible 1979 regulation text describes licensing, inspection and suitability evidence for accommodation enterprises. It is useful historical context, but the current GTA route, standards, fees and portal requirements must be confirmed before acting. [4] Accommodation and Catering Enterprises Regulations, 1979 (L.I. 1205)
5. Keep other obligations separate
A GTA licence does not replace land registration, planning permission, building permission, fire certification, environmental approvals, tax compliance, insurance or a tenancy agreement where another arrangement applies. It does not certify title or guarantee safety, income or performance.
Pause before listing if the evidence is unclear
Confirm the current authority, category, documents, inspection route and renewal position before publishing an offer or accepting bookings.
S.E.S can organise supplied records and dated observations where agreed in writing. It does not approve a listing, issue a tourism licence, certify a property or hold payments.
Turn your property records into a clearer evidence file.
Tell S.E.S what documents and local observations you need to organise. An enquiry is not a licence application or specialist sign-off.
